Does this certificate count toward PMP eligibility?

Partially, and the distinction matters. Coursera states the program qualifies you for over 100 hours of project management education, which covers the PMP's 35-contact-hour requirement several times over. It does NOT — and nothing can — waive the PMP's 36–60 months of documented project leadership experience. The certificate starts the road; the experience years are the road.
